At least thats the opinion of economist Tim Harford in an article in Slate. As you may know I generally like his pieces, and this one does teach the problem of allowing individuals to decide if they should rebuild in places like the 9th ward, and how the decending spiral of New Orelans that already was in place won’t be beat.
